A privacy-preserving risk architecture for AI–social platform interaction.

What this is

A structured analytical framework for accountability, risk propagation, and age verification where AI systems and social platforms intersect. It is intended to move from general concern toward explicit risk classification, governance mapping, and intervention models suitable for legislative review.

This framework is structurally and philosophically distinct from OmniSniffer. It shares audit discipline, but it is an independent architecture and does not inherit OmniSniffer's enterprise trust-enforcement mechanisms.

Four-layer risk model

Current relevance — Meta settlement, August 26, 2026

On August 26, 2026, Meta announced a multistate settlement requiring new child-safety measures on Facebook and Instagram, including stronger age-assurance technology. Meta stated that it will strengthen systems used to identify accounts belonging to users under 13 and users ages 13–17, while also advocating for verified age information from app stores. The settlement also provides for independent assessment of implementation and effectiveness.

This development is relevant to this pre-existing PFRG research because it brings the same underlying design problem into immediate practical focus: how to establish age eligibility at scale while minimizing unnecessary collection, retention, linkage, and expansion of identity data. The framework below predates this settlement and is preserved as originally developed; this dated note records the subsequent real-world development rather than revising the research around it.

Verify eligibility, not identity

The core proposal separates age eligibility from identity. A platform receives proof that a threshold has been met rather than the underlying identifying evidence. The framework describes tiered access ranging from anonymous public browsing through verified adult and guardian-linked minor access.
